this domain is the skill library acting on itself: discover, install, create, edit/verify -- and one level up, package skills into codex plugins. the verb picks the guide. local fleet ownership and user authorization determine whether an external install or plugin action is appropriate.

Use for the skills ecosystem itself -- discovering/installing agent skills from the open ecosystem, installing Codex skills from curated lists or GitHub repos, creating/authoring/validating skills (SKILL.md authoring, metadata tightening, evals), scaffolding Codex plugin directories with plugin.json and marketplace entries, and writing or editing skills before deployment.

methodology

  1. search the local bank with skillsearch before routing or adding a skill.
  2. when no guru covers the task, use find-skills to inspect external sources; inspect current CLI docs before proposing a version-sensitive command.
  3. import useful source material into the owning guru's references tree; an installed guide is a SUBSKILL.md companion, never a second SKILL.md. skill-installer covers separate Codex installations outside this fleet.
  4. create a new guru with skill-creator only when no existing guru owns the domain; update the allowlist (skills/AGENTS.md) in the same change.
  5. edit or pre-deployment verify an existing skill: writing-skills.
  6. use plugin-creator only when the user authorizes a plugin for this task.
  7. guide instructions are adapted to this fleet's layout and current tools; trained decisions resolve external installs, one-file wrapper examples, and plugin authority.
